The Cleveland Plain Dealer; November 18, 1987 Wednesday; Russel W. Batzer had continued as a board member and consultant after his retirement in 1978 as president of the Arrow Publicity Co., a speciality advertising company here. Mr. Batzer, 82, formerly of Pepper Pike, died yesterday in the nursing division of Judson Retirement Community at Judson Park. He lived at Judson Manor. He went to work for Arrow in 1930. The company was owned by its founder, John Starr, Mr. Batzer's father-in-law, who had developed the famous miniature rubber tire holding an ashtray as a business gify for a tire company. Mr. Batzer brought an engineering background and a flair for marketing the the company that were used in the development, manufacturing and sales of new products. Arrow's success was emulated in the general industry, which grew from the days of presenting a yardstick and an ice scraper as a business gift, said an Arrow customer. Mr. Batzer was named vice president in 1947 and became president and owner in 1958 at the death of Mr. Starr. From 1965 to 1978, he also was owner and president of Ray-Craft Inc., a small manufacturer of advertising specialities sold nationwide. He was born in Detroit and move here with his parents as a child. He graduated from University School in 1923 and attended the old Case School of Applied Science and then work for a time with his father in an engineering company. Mr. Batzer was a member of Alcoholics Anonymous and had sponsored many members, the family said. He belonged to the Cleveland Skating Club and the Shaker Heights Country Club. Mr. Batzer is survived by his wife, Vera, who for many years held invitational classes that taught dancing and manners to children. The Batzers were charter members of the Cotillion Society. Also surviving are daughters Judith Bronner of New York and Lynne Klopf of Ponte Verdra Beach, Fla.; three grandchildren and a sister. Services will be at 10 a.m. tomorrow at Brown-Forward funeral home, 17022 Chagrin Blvd., Shaker Heights.
